when is a bill considered late or delinquent?

More details to this question:
i am awaiting a gift card from a company for having their service for three months, they keep toying with me and not sending the card. their latest argument is that i was delinquent on one of my bills which was sent before the late date, but arrived after.

Your relationship with the company is probably governed by a contract.  The terms of the contract, supplemented and interpreted by applicable law, determine what each of you is required to do.  The way to answer your question would be to look at the provisions of the contract related to payment, and see what it says about timing.  A payment is due under a contract according to what the parties agreed to.  If a term was not specifically agreed to, then a number of different things could determine the answer, but in general if payment is by mail then it must be postmarked by the due date.
