Can I be sued for Relocation expenses with a contract

More details to this question:
I relocated from CA to NJ my new job paid $15,000 towards the relocation. I signed a contracted that I would have to pay the $15,000 back if I voluntarily quit within 24 months. I have been there 8 months and the company is showing clear signs of closing. My direct boss informed me the company wasn't going to make it and I needed to start looking for a job. I have found a new job, but I am worried they will withhold my last check and vacation to cover the $15,000. Can they withhold earnings or sue me for the $15,000?
