Always calls from a different number and stays quite. Sends texts with sexual solicitation and threats to damage reputation. Claims to know me and to have ties with police. Knows critical information about me. Has contacted friends and harassed their family too.

It sounds like this mystery caller is committing a crime. I would contact the police and make a police report about this. You may want to first contact a criminal lawyer to seek the best advice..sorry to hear about this..good luck!
