Yes, as a United States citizen, you can petition both of your parents. However you will need a joint sponsor if you do not have the required income threshold to act alone. You should retain counsel anywhere in the United States for representation. Anyone can act as a joint financial sponsor if they are a US citizen or a green card holder.
