OK so an invitation letter is really not required in order to get a tourist visa at the US consulate in Manila. Your friend would have to independently qualify based on his assets and income and job history in order to get a B2 visitor visa. There is no requirement that you have to pay for any public benefits that he uses, if he qualifies for a visitor visa because you're not sponsoring him. If you were sponsoring him for a green card and he left to go use public benefits and did not repay those benefits then there would be some legal liability on your part but that doesn't Apply to your situation.... There are no criteria for writing a letter.  You want someone to stop doing something, you, or your attorney, write them a letter asking them to stop.  Getting a court order to force them to stop is a much different proposition, particulalry when you are asking the Court to prevent someone from exercising free speech, and particularly when you may have other means to stop the communications (e.g.. can you change your phone number or email addres, or block them as a sender?).  To do so you would have to show that the person had done something wrong, not just in poor taste, i.e. was defaming your daughter (which requires a falsehood; the truth, however embarassing, is not defamatory), was disclosing information which is either required to be kept confidential by law (i.e. medical informaiton protected by hipaa) or by contract (e.g. an n.d.a). or some other wrongdoing (e.g. the person trespassed on your property to leave a note in your mailbox)..... Well, the insurance company may be in breach of its settlement contract.  But your question gives no indication of the time delays involved. That is important.  How long ago did you settle?  Did the attorney give notice to the BMV, and if so when?  There is a pandemic and things are slow due to reduced staffing and remote work. If your bf gave you the car, he has no legal right to take it back.  He may claim that he didn't give the car to you outright, however, but only let you use it, or only gave it to you on condition that you stayed together, or some other version of the facts other than an outright gift.  It is by no means certain that the court will believe you.  The fact that you are listed as a driver on his insurance doesn't prove the gift.  If anything it supports a claim that it wasn't a gift, because if the car was yours why wasn't it covered by your insurance?  Assuming that you have nothing in writing in which he said that the car was yours, and no unbiased witness (maybe the car salesman?) the most powerful evidence of who is the true owner would probably be the title.  Who is listed as the owner on the title?...
