It all depends. If you are under the care of a psychiatrist or psychologist who opines you are "disabled" and cannot function in a work environment then you have a chance of getting SSI (welfare disability). Social Security also considers if your condition is so severe that it has required numerous hospitalizations. On the other hand, if your conditon can be treated with medications and counseling, then you may not be able to get SSI if you can still do simple unskilled work in a non-stressful environment.

At 28 it can be very difficult to get disability if you retain the capacity to do any kind of work. Even if you have epilepsy that is not necessarily disablling if the spells are under control by medication. In order to start a claim for SSI, you go to ssa.gov and complete the paperwork there that is requested. If your case is turned down, then you will want to contact a lawyer. It is not clear why you need a lawyer. You indicate you are on Social Security but you have appealed the decision. If you are on Social Security, then why do you need a lawyer. You would need to provide more information about your current dispute. Most lawyers take Social Security cases on a percentage basis.
