Based upon what you have shared in your question, I don’t see a case to hold your brother’s ex-fiancé criminally or civil liable for your brother committing suicide. There just isn’t enough connection between the lie to the police the restraining order and your brother’s act.
It is hard to know what causes someone to take their own life.

I condolences for the loss of your veteran brother in 2007. In the past, I have seen the use of murder having no statute of limitations such that the traditional statutory limitations for wrongful death do not apply. The argument was always of last resort and absolutely no guarantee can be made that a judge would find that the statute of limitations had not run. I would contact a lawyer in your area to examine the case law to see whether this argument has been made in Connecticut.
