First, the Board should fill the empty seats. Can a person who rents a condo take a neighbor who owns a condo to court for noise control

I can't think of any law they are violating. I'm condo owner; need access inside wall of another unit to replace a/c. Owner says access only on Sat. My contractor works weekdays. We're at impasse

I think your best bet is to get a contractor who will work weekends.  It seems the neighbor is willing to make a reasonable accomadation by allowing for weekends.

There reasoning sounds unreasonable.  I would need to see the Rules and Regs and Bylaws for the Condo Association, but it seems like something that they should pick up.
