If you were under 18 when the initial incident happened the statute of limitations could be tolled until you were 18. Otherwise, your facts as reported probably wouldn't present enough information for a court to find that there was a toll of the statute of limitations.

It is hard to answer your question the way it is phrased. Are you suggesting that the doctors failed to diagnose a broken neck, or are you suggesting they failed to diagnose another condition that caused you to fall and break your neck? If it is the first scenario, I do not think you have a financially viable medical malpractice case unless the delay in diagnosing the broken neck (rather than the broken neck itself) caused you a permanent problem. If it is the second scenario, then it is possible you have a viable medical malpractice case.
If you want to investigate a malpractice case further, you should contact a local medical malpractice attorney (one in your state). They take these cases on a contingency basis which means you only have to pay if you succeed. Additionally, initial consultations are usually free. You can use the "Find a Lawyer" service through this website to research medical malpractice attorneys. Then, visit each attorney's website and look for a firm that has a record of successful verdicts.
Below are some articles you may find helpful. They are written for a New Jersey audience (where I practice) but the ideas discussed in these articles usually apply in most other jurisdictions as well.
