Just because he didn't put a seat belt on you?  Or, were you in an accident and injured on the way in the car?   More information is needed, but if you are just upset that he didn't put your seatbelt on, you don't have much of a claim.

No, police reports are not required. Often when there is no apparent damage to the vehicles the police do not take a report. regarding response time, if the 911 operator was informed of serious injuries, an ambulance would have responded probably faster than the police.
