You may or may not be able to get your record expunged. It would depend on whether or not you were convicted and the nature of your sentence. Some sentences for drug crimes are expungeable, some are sealable. If the class of charge for which you were convicted does not allow either, you may be able to seek clemency from the Governor of Illinois with the right to expunge. That, however, is a long and arduous process.

It is unclear from your question whether or not you were actually charged with an offense. If your record is due to an arrest where no charges were filed, there are mechanisms to expunge or seal that arrest even though you live out of the State of Illinois. If you were charged and you failed to appear in court, there may be other legal issues, including the possibility of an outstanding old warrant for your arrest.

There are circumstances where a person's juvenile record may be expunged. The timing of such a petition and whether or not such an expungement may be granted may vary upon the offense as well as the age and subsequent criminal record of the petitioner. Based on your question, I am assuming that you were convicted of felony auto theft in Texas. If so, then you should contact an attorney licensed to practice law in the state of Texas. That attorney can best advise you if such a conviction is eligible to be expunged in the State of Texas.

The Clerk of the Circuit Court of the applicable county of conviction will have a filing fee. In most, if not all of the counties, part of the filing fee will include $60 for the Illinois State Police. Of course, the filing fees are in addition to any attorney fees.
It is always advisable to hire an experienced attorney who can review your record and determine if it is eligible for expungement or sealing, to prepare your court documents, and appear in court if necessary.
