In Louisiana the State Constitution has a provision that is called a " first offender pardon" which restores the right to vote and some other rights, but not the right to bear arms. You will need to get what is called a full pardon from the pardon board to get your gun rights back.

Your felony does not qualify for expungement. You need to contact the court where this occurred and look at the file and try to find out why it was not expunged after 1 year like you thought it would. Or hire an attorney to look into it for you.
