Do I have a case against my University?

Your agreement with the University probably states that you, and it, will abide by a certain code of conduct. I would check to see what the school's rules/code of conduct says about academic probation. Once you find out what obligations the school had with respect to giving you notice and an opportunity to get off academic probation, it is difficult to tell whether you have a cause of action.... It sounds like you might want to contact an attorney who specializes in construction law. You probably have some defenses to paying the full amount. I would get estimates from other contractors to see how much it would cost to fix all of the problems.

Is requesting public information or searching public information on a computer of a coworker considered civil stalking?

I am not aware of any cause of action in Virginia for "civil stalking." You might want to consult an employment attorney in your area to discuss whether you are being wrongfully terminated.

Most jurisdictions in Virginia have a small claims court. This is a court where the amount in controversy is less than $2500. Lawyers are not permitted in small claims court, so it is always an individual versus an individual. You can certainly file and see what happens.

Our former treasurer decided to transfer $25,000.00 into another account without our approval and knowledge, how do we get our money back.

This could be a tricky issue, but if the treasurer no longer worked for you when he did it he may have committed a criminal act. A lot depends why the money was transferred, e.x. to pay company bills vs. compensation he thought he was entitled to. You should probably consult an attorney sooner rather than later. If the plaintiff recovers more than your insurance limits, he/she can come after you directly by way of a garnishment. However, garnishments have limits, so they can't take your whole paycheck.
