It's always a good idea if you have a court matter where serious interests are 3 involved to retain an experienced lawyer. The first step is to have your lawyer get hold of certified documents from the other state, and possibly equivalent documents from Wisconsin to the extent they exist. In Wisconsin, the decision about releasing you from the jail on a bracelet is not up to the judge, but the sheriff (who runs the jail). You can start to show you've turned your life around by enrolling in some kind of serious counseling or treatment for alcohol abuse. You should really have a lawyer when the offence is a serious one, like the present one. Your lawyer might be able to work out something with the prosecutor and the jail to permit some kind of arrangement. Your date to turn yourself in to the jail might be subject to postponement under these circumstances as well. Sometimes the police or district attorney will not find a DUI in another state. You will know on your court date what you are being charged with. Most likely if your OVI was within the last 10 years, you will be charged with a SECOND DUI here in California.

First things first: if this is not your first offense, you should retain an experienced OWI (=DUI) lawyer right away. For my part I do not see anything in your account which gives you a defense. Of course a lawyer who has more time to sit down with you and review much more of the facts and the context might find something which I have not. You may be thinking not of a class but of an 'AODA.' That is Alcohol and Other Drug Assessment. That is a requirement for regaining your license. It's probably not a good idea to rely on the notification that you are eligible for reinstatement. You might well find later that either they still won't give you your license absent proof of you're having undergone the AODA, or later on after a traffic stop you are charged with driving after revocation. Few Wisconsin lawyers are licensed also in North Carolina, and this writer is not. I can say in general that when you apply for a license in a new state, they check your prior license(s) and treat prior events elsewhere as if they happened in the new licensing state.
