Its difficult to provide advice based on the information you provided.  When you say boys and girls club, was that the organization that ran the camp?  Or were they hired by the town?  Who did you make aware of your concerns?  Did you put your concerns in writing?  Did you have to take your son out of the camp because of what was going on?  All of these things will govern what you should do.  Are you looking for compensation for your son's pain and suffering?  Or do you want to make sure that other children don't experience the same thing?  Now that the camp is over, you may have a very difficult time finding the people involved.  However, if you have concerns, you should continue to pursue those, in writing, with the organization that runs the camp, hires the people that work there, and provides training for those people since it seems they were not trained on recognizing and preventing bullying.  Good luck. ... Wow ! that sounds like a nightmare !  What town is this?  If you can prove that the town is harassing you, it is a violation of your federal civil rights.  you can start litigation against the town for the violation of your rights in federal court.  You should start with the governing body, and the supervisors of the employees who are harassing you.  Document your claim very carefully, by listing the fines, summonses and harassment in a written letter to them to leave a paper trail.  Indicate that the results have always been that you have been found not guilty.  Talk to similar businesses in the town, do they also experience the same harassment?  If not, is there something that they are doing differently??  Good luck - if I can be of any help, please call.  I have represented many municipalities and I'm familiar with the operation of a town governing body. ... That sounds really awful, I'm sorry you are having this difficulty.  It sounds like some type of mediation needs to be held between you and your neighbor and an agreement drawn up to resolve this.  I would suggest to the neighbor that you sit down with someone neutral and determine what the issue is, if there is one, and if there is not an issue, then why all o these complaints.  Perhaps a letter form a lawyer suggesting this would help.  If not, then yes, you could possibly consider harassment.  ... I'm so sorry to hear about the death of such a young child.  There must be many unanswered questions, and heartache.  It seems as though you are saying there was no answer as to how the child got into the pool because there was no access.  Have you found additional information that would lead the prosecutor to open the case?
