I would need more info. Is she living in Colorado now? If so, for how long and how long has the child been here? Is there a current custody order and what state is it out of. Relocation can be hard to have granted, but it depends on a lot of factors. If he filed in another state, it might be possible to move the case here, depending again on what state the current order is out of and where he lives now. Unfortunately, until you file for divorce or allocation of parental responsibilities (court orders about parenting time and child support), you have limited specific rights. This is because, until there is a court order, both parents have equal rights to the kids and the courts have no jurisdiction to make a parent do something. Until a court has entered orders regarding parenting time (i.e., prior to a divorce), each parent has an equal right to parenting time and she could relocate with the kids. To stop this, you need to file for divorce (you could file for just allocation of parental responsibilities as well).
Once your spouse is served with the petition for dissolution of marriage, an automatic injunction goes into effect barring either party from leaving the state with the kids and this injunction can also be used to keep her from moving the kids across the state to maintain the status quo and to not "disturb your peace."
