Since you dont even know what happened to you in 2001, i would sugggest hiring a local NC lawyer to run your crimnal history to see if you were convicted. if you were not convicted, you can expunge all of the arrest records.

Ask a NC lawyer. In my state, you would have to attend the hearing to ask the cop to lower the points to over the speed limit to get no points.

If i was the client, i would prefer flat fee as i know what i am paying. However, if you know your lawyer and he is fair, the hourly rate may work.
