I find it very odd that the plate says it is suspended. The plate might be expired. When a plate has been expired for over 4 months, the cops can pull you over and arrest you. We would need to know all of the facts and review any and all contracts, cases, and laws pertaining to this situation. I doubt that US corporation just towed it to Tampa and then filed suit. Much more happened before the suit was filed. Apparently the transport did not get very far.

With the graft and corruption in Mexico, you will probably have to pay all sorts of people.
