You can apply online yourself at www.ssa.gov.  If the application is denied, you can apply for reconsideration yourself.  If that is denied, you can apply for redetermination yourself.  If that is denied, you can find an attorney using the website of the National Organization of Social Security Claimants' Representatives and appeal to an administrative law judge. While COPD is a chronic condition which is expected, eventually, to result in death, the Social Security Administration focuses not on diagnosis but on function.  At some point, your COPD may make you unable to work and likely unable to work for the next 12 months.  If so, you may qualify for Social Security Disability Income (essentially like taking your Social Security retirement benefits early) and, ater receiving it for 24 months, Medicare.  You can apply online at www.ssa.gov.  You do not need a lawyer for the first two levels of appeals.  At the third, the lawyer's fees are capped and come out of the Social Security award you receive (if any).  For that, contact the National Organization of Social Security Claimants' Representatives.... From your description, it sounds as though you applied too late to qualify for Social Security Disability Income (SSDI) based on your work record.  You may, however, qualify for Supplemental Security Income (SSI) or be able to take early retirement.  In Texas, $1 of SSI automatically comes with Medicaid.  You may qualify for food stamps (SNAP) or Section 8 or other supported housing.  If you live in a major metropolitan area, you may also be eligible for medical care through a MAPS program.  You might want to look at YourTexasBenefits and needhelppaying bills....
