I would need more information but based on what you are saying I can offer this. It appears that you were cited with the summary offense of Criminal Mischief. It appears the District Justice may be willing to dismiss the charges if you pay for the phone. My advice is to pay for the phone. You will have a record for being cited, even if you are not convicted of it. Because you will not be convicted (assuming this is correct), you have the right to expunge this. Normally not. It may be part of the paper file of the case which is kept in the the Department of Court Records or Prothonotary as some counties still call it. It is not disseminated like a criminal conviction. My thought is that the only way someone can find it is if it is given to them or someone knows to look in the court file.
