No. The program has to be licensed in California. If you are leaving for more than 3 years the dmv will excuse the program, if you come back you will have to attend. It is up to the judge whether you can do the community service outside of the state.

CA DMV generally accepts no other state's classes. You can contact them and see if you can get a special waiver and approval for classes in the other state. You'll have to do the community service here, unless you return to court and obtain a court ordered change of probation terms to allow it elsewhere. Alcohol checkpoints in MA are subject to very strict rules about who they can pull over and how the cars to be pulled over are selected. It sounds like they did not follow their procedure since the stops are supposed to be random, based upon a system of numbers or some other non-discriminatory manner. Since they singled you out, they probably violated the requirement and you may be able to have to stop thrown out. You will need a lawyer and you really shouldn't waste time in hiring one.
