Generally no. The courts are a Judicial branch of the goverment and DMV is a Administrative branch and basically have their own rules. The prosecutor must prove beyond a reasonable doubt that you knew the car was being driven by your cousin and that your cousin did not have a drivers license. In order to be successful, you must demonstrate to the judge that you were neither texting or speaking on the telephone at anytime close to the time you were stopped for the infraction. This is not an uncommon situation.  The more sophisticated the states’ computer systems get, the more they talk to each other, and many more people are getting caught by charges they had in the past, when the states’ computers were not talking to each other like they are now.  In order to fix your problem quickly, you need to contact the NC DMV first to find out what charge is causing the revocation in NC.  Then you need to contact an attorney in or near that county to handle whatever charge the DMV says is causing your revocation, and clear up your record in NC.  After that is done, you must pay a restoration fee to the NC DMV, and they will issue you a clearance letter that you can use in your state to get your license. ... You are required by law to have insurance on a vehicle. You are required by law to have the vehicle registered. There is no requirement that you be pulled over by a police officer and issued tickets for these violations. In addition, there is no defense to these violations if you did not have the proper insurance or did not have the proper registration. By way of example, you cannotargue that I am innocent because I was not pulled over by the police. However, there are legitimate solutions to your six tickets.
