He can give up his rights, but a judge would have to sign off on it. Its not something he can just write on a piece of paper. However, I suspect he thinks that he can get out of child support by doing so. This is not the case. By giving up parental rights, he can not give up the obligation to support his child. You need to contact your local child support enforcement office. They will have the power to file a case on your behalf and force him to take the paternity test.

Child support should continue until the child is 18 or emancipated. There are exceptions that you should continue to pay if the child is still in high school, but those exceptions don't apply to college.
However you should go back and check any paperwork you signed. If years ago you agreed to pay child support while she was in college, they will hold you to that agreement.

If a custodial parent withholds visitation from the non-custodial parent just because child support has not been paid then the custodial parent can be found in contempt of court.
Also, when the non-custodial a parent has an involuntary loss of income, he/she should immediately petition the court of a child support modification to prevent from being found in contempt for not paying child support.

I don't practice in Georgia, so there may be some very strange law there, but I doubt it. A father is responsible for the support of his child. The age at which he chose to have unprotected sex should not make a difference. The mother still has the child. She doesn't get a "do over" because she was presumably young as well.
