Jurisdiction doesn't appear to be your biggest problem. However, you raise a valid point. The AR Constitution provides for you to be tried in the County in which the offense took place. Arguably, that could be either county. The more important question seems to be: Did the officer have authority to act as he did in Pulaski County and cause to search you and your vehicle. If charges have been filed it is not likely that those will be just dismissed. The issue is now in the hands of the State. However, the State's witness has recanted so obviously it will be difficult for the State to prove it's case. On the other hand, it is understandable that the State is very cautious about dimissing domestic abuse and related cases because of the high rate of serious offenses, including homicides, that occur in that environment. Certain records are subjectt to be expunged while others are not. In addition, certain expungement statues provide that the expungement can be used only once, i.e., the first offenders expungement.  To be clear, what was once referred to as expungement is now actually a sealing of one's record which means the record is sealed as to the general public, it may still be reviewed by cetain law enfrcement agencies for certain purposes. If you are in custody you shal be taken before a judicial officer "without unnecessary delay." It is state law that if you are caught driving on suspended for DWI that you have to do 10 days in jail. However, I often argue to prosecutors that if the suspension period is up then the 10 days in jail isn't a requirement because the suspension is due to lack of payment of reinstatement not due to DWI. Most prosecutors will try to throw you in jail unless you get an attorney to convince them of this clarification. Asl an AZ lawyer. My opinion would be that if the warrant was otherwise legal, he wasnt required to be present when it was executed. If he signed a comfession, he has even more problems. His attorney can file a suppression motion and in it, argue that his consent was coerced as they threatened to prosecute his girlfriend if he didn't confess, but that is an uphill battle.
