One would expect that, if the car got a flat tire or was unable to start that there woud be some grace period but many condo associations treat their fine system as a fundraiser and can be overly aggressive in fining residents. First, does the lease make you responsible for fines? Did the fines take place while you rented? Are the fines legitimate? Several thousand dollars sounds REALLY high. You always have a right to an accounting. Were the fines imposed during your lease term, or not? If they weren't, the owner has to pay, not you . This process usually takes between 3 to 4 months for the applicant to receive the certificate in the United States. The applicant must be 18 years or older to receive a police certificate.  b - A power of attorney issue by a Salvadoran consulate or a Salvadoran notary will be needed, the applicant will have to submit a request to the closest Salvadoran consulate to take their fingerprints. Applicant will send to El Salvador via physical correspondence: the power of attorney, fingerprints taken at Salvadoran consulate and 2 passport size photographs. The answer is possibly yes. In theory, your insurance claim should cover most if not all of the loss damage to your vehicle. The note holder, as the owner of an secured interest in the vehicle (it's in the Note!) gets all the proceeds from the insurance claim until their  interest is satisfied. If you are still in breach of the lease, the Landlord can still move forward with eviction, however, if you have cured all breaches to the contract of lease, they are required to dismiss the case.
