The easiest way is for your daughter to file for child support against the father. If he contests that he is the father, the court will order a paternity test (which are generally cheaper than private labs or do it at home tests).

Based upon your question, it appears that you were continuing to pay "back" support until very recently, and your support obligation is now terminated. If that is accurate, there would be no reason for any additional hearings in domestic relations court that would address your income, so your Army retirement check should be safe from that process.
When you were divorced, your settlement agreement or court order dividing assets would have addressed your retirement benefits. You should look to either of those documents as to in what manner, if any, that asset was divided. If the agreement or order are silent as to that issue, or if you only had a divorce count and neither of you raised a claim for equitable distribution, then the issue is waived and your ex would have no claim to your Army check.

If she is receiving welfare, the state may institute child suppport proceedings as a matter of course. That being said, support can only go back to the date of filing, so you won't be responsible for the first 12 or so years of your daughter's life.

In Pennsylvania, if the custodial time is 50/50 and both parties' incomes are about the same, there will likely be no support ordered to be paid by either side. At the support conference, you can also ask the court to order that you alternate who gets to claim the child on his/her income taxes.

Generally, a school owes a duty to the child to keep them safe. If it's a public school, it is the school itself and the district who may be liable. The duty is to exercise reasonable care. If they breached that duty, they are negligent and you have a basis to sue.
