The difficulty you are probably having is finding an attorney who handles federal workers compensation.  My office handles workman's comp cases all day long, but federal employees are different.  I did a web search with this in mind for you.  The firm that kept popping up is the Harris Law Firm which has three locations around the country.  I imagine an awful lot is done virtually now too.   Their contact number is (877) 226-2723.  Good luck. Your lawyer is entitled to receive 20% as a legal fee on your temporaty partial disability benefits.  You will be required to perform job searches while you are on light duty. If you are displeased, you can find another lawyer, but you former lawyer is still entitled to received a portion of the legal fee, ie. you new lawyer will have to share the legal fee with the old lawyer.  If there is not a lot of money involved, this may make it difficult to find a new lawyer.... Generally, an offer to settle can be revoked at any time until it is accepted.  If you did not accept the offer, no contract was formed.  You need a contract to be formed to claim a breach of the agreement.  A revoked offer does not rise to the level of a breach of contract.
