You or your legal representative should be trying to contact with U.S.C.I.S. as much as possible to attempt to have your I-130 adjudicated. Communicating with U.S.C.I.S.'s contact center at 1-800-375-5283 is a good place to start. If the I-130 is in the local field office of U.S.C.I.S., you or your legal representative can schedule infopasses (if such is still allowed in your local office) in which you can speak with a U.S.C.I.S. officer and if not satisfied, escalate up the chain of command or even contact your local congressman or senator for assistance. Judges are being caught in a situation in which the Trump administration is discouraging them from giving continuances, but where relief is possible, many are still haranguing government attorneys in court as to when the I-130s will be adjudicated and continuing the hearings. You are not required to leave anything to your daughter.  Moreover, certain assets, such as insurance proceeds, pass outside of a will based on who the designated beneficiary is.  If, for example, you have made your grandson your beneficiary under your life insurance policy, your grandson will receive the insurance proceeds, having nothing to do with any will.  This can also be true about certain types of deposit accounts - you can designate the beneficiary of the account, and those monies will pass outside of your will.... The answer to "can I sue ..." is always yes.  Anybody can sue anybody for anything, although some cases may be dismissed before trial if they are legally defective.  I see nothing apparent in your email that indicates that you would not make it to trial.  If you received below standard services that would be a breach of contract, and you might be able to get your money back or, if you have received the services and can't return them, the difference in value between what you paid for and what you received.  That is assuming that the judge or jury agrees with you that the work was below standard.  Also it is not clear who you contracted with.  If, for example, you contracted with xyz photography, inc., and xyz photography, inc is now out of business, it is doubtful that you will be able to collect on any judgment you obtain.... There is nothing for you to do until and unless you are sued.  At that time you should probably seek the assistance of legal aid (I assume that you cannot afford an attorney) to determine what your best course of action is, but since you admit liability it seems that, at that time (not now), assuming that the plaintiff will not agree to a payment  plan that you can afford in a settlement, your only choices will be to allow a judgment to be entered against you, or to declare bankruptcy.  A lot depends on the amount you owe, the reason you owe it (not all debts are dischargeable in bankruptcy) and what your financial prospects are.  But right now there is nothing to do....
