Not sure where you are gettin your info, but there is no Fla. Stat. 101.4.7 nor is there a "Florida Energy Statutes" nor a legal requirement that  both heat pump and air handler be changed at the same time. Depending on the disclsoures and the terms of the sale agreement and the date of the sale, duct work work issues may not be covered or disputable. No way to get such an answer onan internet inquiry. Typically you will have a Jamiacan contract under a foreign nations law, and then try to apply that to a US resident. You should start with a Jamiacan lawyer since you might be able to sue here THERE, get a judgment and enforce it here in The States. This sounds like they are treating the doctor note for what it may be, a freindly note from the doc at your request to get out of the contract, but not based on medical diagnosis or support. To this end, you will need something more concrete to support your issue, and relate something that prevents attendance, if this can be determined. Otherwise, you may find yourself with a credit reporting issue and collections lawsuit for the balance, as STILL have to support your position.
