be left. As to civil action then of course if they're your tools then this would be potential he conversion or even a civil theft.

I don't think you have legal recourse at this point. If this is a city owned facility, then I think you have to hold all tenants to the same standards. If you do so, then I don't believe that he could lawfully terminate your contract for cause. You should review the terms of your agreement and confirm that you are not an at-will employee....
