This is complex because it depends if the HOA has a elected board or it the developer has retained control over the HOA. There is no answer to this questions without consulting the documents that the developer created when the HOA was created.

You will have to prove the perfume was fake and that they sold it as the real thing. Not very cost productive on a individual civil case level. You can report it to the Attorney General, they may take acton to shut the business down. Do NOT pay them anything. I find no record of a licensed payday lender (unlicensed ones are illegal) named Oakwood Services, but there are reports on the Internet about a crooked collection agency using that name.
If they call your or email you, ask them to send a copy of any loan agreement and payment history.
Do not give them your bank information, social security number.
Since you initially agreed to pay them, I assume you must remember something about getting payday loans in the past. However, many payday loan companies operate illegally and you do not have to pay the money back.

You can't have your cake and eat it too. You buy a usedcar and choose to have it serviced by third parties but expect the customer service and attention of an actual customer of the manufacturer. If you do that, YOU not the dealer will have to follow up with non-safety recalls and warranty extensions on your own. You may have potential claims against the first repair shop. Pursuant to Florida Statutes, mechanics are supposed to give you written estimates that clearly delineate what work they are going to perform and how much it is going to cost. If the first mechanic did not perform the required work or replace the equipment as set forth in the estimate, then you may be able to recover damages.

No, you are not liable for the accounts, based on your fact scenario. Even if you were still married, your spouse cannot open accounts in your name. I suggest you send written disputes to all three credit reporting agencies (Experian, Equifax & TransUnion) demanding they delete the accounts and stating that you are a victim of fraud and identity theft. It wouldn't hurt to also send a letter to each of the companies an account was opened (i.e. - Cap One, Target, Amazon, etc...). The timing of your divorce doesn't matter.
