Go back to the dealership and voice your complaint to it. If that doesn't get you anywhere, contact the Department of Consumer Affair and the Better Business Bureau to file complaints with both of them.

There is noone to sue in such scams as a general rule. You simply got scammed and its unlikely you will ever see a dime. That stated you likely now have an ID theft issue to worry about and need to change all of your contact information and account immediately.

Thier car fax should not differ from your car fax - if they gave you an altered or misrepresented car fax and you can prove it, this would indeed be wrong and a violation of Fla. Stat. 501.976. Otherwise - if you never bothered to have the vehicle inspected and just "assumed" it looked fine - then this will start will falling on your shoulders as a poor consumer choice and possibly a general contract dispute that may be very high risk and low financial reward to pursue. Its not Apples fault that you fell for a scam nor are the obligated "to help you" when you didn't take the time to help yourself. If you didn't think that buying a car with I tunes cards was sent up a red flag of something wrong, you need to be more astute and critical in your decison making. If they have a no refund policy it is what it is. You can try to sell the i tunes cards I guess or use them for some value. YOu will need to have a lawyer review your contract and see what you signed - if you signed for insurance you won't have much argument about what you were told. If the contract doesnt have insurance or gas obligations then you can dispute with the CC and need to address this with rental company. If you still have your receipts for the iTunes cards, maybe the company that issues the cards can help you trace the cards and report the transaction as a fraud. Maybe you could get your money back through Apple/iTunes. Your local DA may be interested in getting any information you can get from a trace of the iTunes cards.
