Was the warrant served or is there only a detainer?
If only a detainer, then he doesn't get credit for the time served.
A PD has to be appointed by the Court and that would nnot occur until he is back in front of a judge in the other county,

If you smoke pot in Florida -- and do not have a medical mj card, you can expect to be charged and probably arrested if you have a dirty urine screen. Her attorney can file a motion to reduce bail -- and provide arguments as to why a reduction in bail is justified and why the court can be assured that if she bonds out, she will not fail to appear again.
However, the fact that she is homeless and without a cell phone to let her know the date is not a good argument. Presumably, if she bonds out, she still is homeless and without a cell phone. So the judge would be justified in assuming she would fail to appear for court again.
Further, most judges know that a number of persons who come to court are also homeless and without a cell phone.
So her attorney needs to discuss with her what facts and circumstances would be different if she were released -- and result in some assurance that she would return for court.

Have you ever looked at the police reports? Even if state you were never shown the repoets by your attorney, it seems improbable.
