He has no right to take back an unconditional gift (he could have that right, depending on the law of your state, if it was a gift in contemplation of marriage, like an engagement ring).  However, absent some other evidence (an email, a letter, another witness, etc.) this is he said/she said.  He will probably claim that he didn't GIVE you the car, but only allowed you to use it while the two of you were together.  No one can guarantee who a court will believe....     Based on your posting, it sounds like the State of Illinois wants information regarding the arrest and proof that it was dismissed. Assuming that the arrest was in Illinois, and possibly the same county, that is information that can be cooberated by a certified copy of the disposition.     More importantly, as you move forward in your carreer, and the case was dismissed, you should go through the process of getting the arrest expunged or sealed, depending on your arrest history.     I know that this is an upsetting situation but that is why people retain attorneys, so that the lawyers can dispassionately address the legal issue at hand without creating additional problems. An IOU is a contract, just one with few terms.  You would probably be better off spelling out all provisions and contingencies.  There is probably no reason for notarization, but no harm either, if it isn't too much of a hassle to get it.

Can I place a lien on a law firm that owes me money?

Do you have a judgment against the law firm?  In most cases, you cannot "place a lien" just because you say someone owes you money.  You have to sue that person (in this case the law firm) and win your case.  Once you do that, you can (assuming they don't pay you what the Court finds that they owe) take steps to collect the money they owe, such as collecting it from their assets either directly (if the assets are money, such as a bank account) or having the assets sold (if it is property, such as a computer) and collecting from the proceeds of the sale.  I'm oversimplifying a bit; you can't just walk into a bank and demand the money from their account or seize their property and sell it, but the point is that you must go to court (or to arbitration if your contract with the law firm has an arbitration provision), you can't simply help yourself to money they claim you have no right to.  In rare cases, the Court may allow you to restrain the law firm's assets even before a judgment is rendered (generally requiring you to post a bond to reimburse the law firm for any damages this causes if it turns out you don't win your case), but it seems likely that, in the case you describe, you would not be able to do so until and unless you win the case (unless you agree to a settlement with the law firm)....   Currently, civil orders of protection are not expungable in the State of Illinois. It is a matter of public record if the order is not vacated.   Please contact an experienced attorney as soon as possible to represent you at the hearing for the plenary order of protection.
