So can you drop out of High School, no one can really make you go but, if you do, you are passing up on one of the best free benefits of living in the US. School can be an awful experience but, most people who strike out at a young age fail in their goals because they are not ready.
My advice is the same I would give my own child: the safest smartest thing you can do for yourself is stay in school. As hard as it may be now, I promise you, that one day you will not regret getting your diploma.

Each state has their own statute of limitations on when you can pursue a sexual molestation claim against a person who assaulted you. Most states have suspension periods of time during the period when you are a child, and then the clock starts to run when you turn 18. Your friend would need to get a visitor visa. If she intends to visit she would have to establish that she has enough motivation to return to Russia after her visit is complete. This would include a letter from her employer, tax returns showing stable employment paystub's showing three or four months of past work history, and bank deposits showing payroll receipts into her bank account. If the ultimate goal is that your father-in-law wants to permanently reside here, but he enters on a non immigrant visa with pre-conceived intent to apply for a green card, then that would be considered immigration fraud.
