The only real question is whether the car was towed away legally. If it was illegally located, or otherwise appropriate to be towed away, you do not have a defense that it should have stayed there just because you didn't have another ride, nor can you require the DNR to act as a taxi service. Having said that, you can certainly complain to DNR management that the officer acted with no consideration, and that his actions could have endangered your health, and could do so in the future to someone he would treat like that again in the future....
