The stop is most likely a valid stop if the 'plates' and 'registration' indicated that the car did not have insurance. It is not relevant that the car was not running or stopped. This is only a two point offense. You can either negotiate to have a 0 point ticket which is either unsafe driving or a few other select sections of the motor vehicle code that are offered in some counties but not others. If they marked it as being on a different street and then you can show there would have been no  parking violation, then you might be eligible to fight the ticket. An attorney would need a written agreement (retainer agreement) in order to pursue fees. Should he try and pursue fees he is not entitled to the request has to include notice that you have a right to fee arbitration. Of course it is legal. You may be able to get the tickets dismissed if you show it was disabled with proofs, but that doesn't excuse the towing charges. Consult an attorney.

Since you already have an attorney, it is improper for another attorney to simply offer a second opinion unless it is pursuant to a consultation if you are seeking a new attorney. This is a ticket where you could lose your license, but unless you feel your attorney cannot handle it (i.e. perhaps he or she normally does real estate closings and not municipal court) then you should take up these questions with your current counsel. Presumably you reported everything to your insurance and they are on top of any claims.... Read Answer

As Mr. Dimon mentions, there is no way to remove things that are on your driving record, no matter how long ago they occurred. Your problem is you plead guilty, so it is not possible to go back at this time to try and appeal your conviction. Points go away after time but the underlying charges do not get removed....
