You are going to need to consult with a traffic attorney to rectify this.  If you don't sign the acknowledgement of the suspension it doesnt begin.  So, it sounds like from your facts, you never acknowledged the suspension so PennDOT didnt start the suspension until you did.  A traffic attorney may be able to request a PennDOT hearing and resolve it quicker than that but it will take a hearing at the very least.  ... If the officer did not see the violation, then if you set it for trial the person who called it in will have to testify at the trial about what they saw. The officer cannto testify at trial to what they told him.

It may depend on his driving record otehrwise. You could call the prosecutor's office and see if they will tell you if there is a standard deal or not. Also, some tickets allow mailing in the fine and that reduces the points if done within 20 days - look at the back otf the ticket.

If they did not take your phone at the time they issued the ticket, then it is VERY unlikley that they will get a warrant to serve on the compnay that provides your phone service (and they woudl have to know what company that was) to get phone records. I know of no way that a car insurer can "suspend" someone's license. A car insurer can decline to insure a person and if they are required to provide proof of insurance to keep their license, then the DMV could suspend their license until they provide proof of insurance. Since you already have an attorney, it is improper for another attorney to simply offer a second opinion unless it is pursuant to a consultation if you are seeking a new attorney. This is a ticket where you could lose your license, but unless you feel your attorney cannot handle it (i.e. perhaps he or she normally does real estate closings and not municipal court) then you should take up these questions with your current counsel.
