Your husband must make an economic decision. Your husband must compare the cost of the installation of the heating system with the cost for an attorney. If the cost of the installation of the heating system is $10,000, your husband has to decide how much he wants to pay an attorney to get the $10,000 back from the person that didn't pay the monies. Retainer fee would most likely be at least $5000 to prepare a complaint and move towards trial. The goal would be to settle before trial. The cost for the trial could be an additional $5000 to $10,000. We have an attorney here who only does construction law. He is excellent. I would recommend two solutions. The first solution is to work closely with the doctor for your roommate. Set forth what has occurred with your roommate in a written statement to the doctor. The doctor will be able to give you an opinion as to whether there is a threat to your physical safety. The second recommendation is that you keep a diary of the interactions between you and your roommate. The diary could include the transcription of the comments between you and your roommate. You could supplement that diary with recording of the conversation. however, the problem is going to be cost.
