The stop is most likely a valid stop if the 'plates' and 'registration' indicated that the car did not have insurance. It is not relevant that the car was not running or stopped. An attorney would need a written agreement (retainer agreement) in order to pursue fees. Should he try and pursue fees he is not entitled to the request has to include notice that you have a right to fee arbitration. Since you already have an attorney, it is improper for another attorney to simply offer a second opinion unless it is pursuant to a consultation if you are seeking a new attorney. This is a ticket where you could lose your license, but unless you feel your attorney cannot handle it (i.e. perhaps he or she normally does real estate closings and not municipal court) then you should take up these questions with your current counsel. As Mr. Dimon mentions, there is no way to remove things that are on your driving record, no matter how long ago they occurred.
